Laws and Legislation restrict and control the actions of The People.

The Constitution restricts the actions of the Government.

This is a proposed amendment to the State Constitution, not Civil Rights Legislation

Unless the “church” is a subdivision of the State, then the State Constitution has no control over it.

Unless a bathroom is owned or managed by the State, or a subdivision of the State, then the State Constitution has no control over that bathroom.
