Problem with the 4473s is that lets say I bought dozens of guns over the years...they only know about them if they go get the 4473s and if they do that they will find i have sold or traded almost all of those. I damn sure don't have proof of that.
When you buy a gun all they tell NICS is who you are and that you are intending to buy a long gun or handgun. They do not know What it is or if you even went thru with the transaction at all.
When the 4473s get turned in when your gunshop goes out of business is when they become aware of details.
