Forget all the fancy technical details of "correct voltage and let's just cut to the chase.

I have Easy access to a dryer/stove plug, but for now am only wanting 20-30 Amp 110V.

Is there an issue of using two legs of of the three hot and neutral.

A 110 V welder (rated to use 20 amp circuit) will be used on this circuit and so should I provide a ground to the welding table?
I know, maybe not the best, but gotta go with what is served up to me.
