The current Winchester offering is not the same stuff as most of the old Winchester White Box.
WWB used to be made by Olin in their own plant. I even had some that was made in Israel. Under the terms of the Lake City contract, the company running the plant had to take all the ammo that was surplus to government needs. A couple of years ago, Federal had a problem because, if you can remember those good old days, ammo was gathering dust on the shelves. Federal sold some of the production capacity to both Winchester and Hornady. That's why there was availability of WWB 5.56mm for the first time in quite a few years. That's also why Hornady reintroduced the Frontier brand. That was Hornady boxed ammo that was loaded at Lake City. Last August, Winchester got the contract to run LC and this is brand new ammo loaded at LC. This is per a long conversation with our old Federal ammo rep.
