I've worked in hi-tech for 28 years and the article is pretty much correct. Instead of hiring a bunch of fresh out US engineers that may or may not turn out, it's cheaper and less risky to hire a bunch in the overseas office and then use US citizenship as a corporate reward for the ones that produce. This was going on under Clinton, accelerated significantly under GW, kept going under Obama, but Trump actually put a stop to it. Surprisingly Biden hasn't reversed it...yet.
