His opinion has as much value as yours. He’s part of a 30 man department in a city of 20k which is has a population that’s 94% white. Wilmington is 58% black. Different places, different demographics, different problems. What works in his town, isn’t ever working in Wilmington.
His numbers are for entire states. Stop defending corruption. It always fails.
