I assume you're talking about the crossbolt safety, not the tang safety M94s. Here's a video how to take them out and a cheap way to plug the holes. I'm sure a machinist could spin up a steel plug to closely match the countersink and use the detent plunger to hold it in place. I could envision looking for a flat head machine screw of the appropriate size and cutting it to fit. IF I owned a M94 so outfitted I would certainly tinker with it. As to why no one offers one, probably lack of demand and/or liability concerns.
