From tactics (ie don't run...or waddle...up to a pursuit suspect solo), to training (obviously zero physical conditioning, and non-existent trigger discipline), to medical (if someone has a pulse and breathing, cpr?).
What a complete train wreck. Shameful honestly. This individual is at the "should not be" end of the bell curve. Glad she was charged.
