It would, but under the voter approved limits for new fees, each one of these new taxes goes into an Enterprise fund that doesn't exceed the limit in the initiative. In other words - Polis created many little slush funds to funnel the taxes into, totaling nearly $1 Billion over the next 10 years including the new gasoline "fees"..
