For only 3 states and those species, I'd suggest you learn their systems and DIY. Only way I'd consider a service is if the fronted the money and I don't think any do that. Depending on which states you are interested in, it's not all that difficult IMO/E. The hardest part is keeping track of when the applications are due. For 3 states that wouldn't be that difficult.
