No, it's commonly understood that if you state in writing what someone said, but don't put it in quotation marks, you're summing up their meaning according to a reasonable interpretation of their words. My intention certainly wasn't to claim that that was an exact quote, since (besides lacking quotation marks ... big clue) the exact quote was provided in the very article I linked to in said post. If fooling you was my intention, how could I have hoped to succeed if I provided a link to the exact quote in the post in question?
