A friend and ! bought new Ruger American Rimfires in .17 HMR about 5 years ago. Neither would feed or eject properly. We sent them back to Ruger and they replaced both rifles with different ones that function perfectly. The problem was that there was apparently a specific run of RAR's in which the bolt face did not line up properly with the chamber. If your rifle was made around the same time ours were, perhaps that is the issue. Ruger will make it right.
