Assuming these ballots were to be mailed out and not completed ballots, the "thief" must have a valid photo ID and signature for each ballot - which is not very likely. Also, those who requested an Absentee ballot and didn't receive it will most likely notify their elections office just as they did in Cobb county for the last election. But that wasn't due to theft, it was just the incompetence of the Cobb country election office.
