The article was titled "Efficient Cartridges" and appeared in the April-May 2002 issue of HANDLOADER.

It really doesn't describe how to determine if a cartridge is "overbore." There really is no such thing--but cartridges in a given bore size do become increasingly less efficient in converting powder into velocity as bore capacity rises. With more powder, recoil rises more rapidly than velocity, and normally the cartriodge/rifle combination becomes touchier in terms of finding a consistent load.

The article presents a way of determining the relative efficiency certain cartridge by comparing bore area and case capacity. A number of readers have said that it made many aspects of choosing hunting cartridges much clearer. You should be able to get a copy at: www.handloadermagazine.com.
