200 psi additional allowed pressure gives the 7X64 a neat and definitive advantage !!!
From an European perspective I believe the difference essentially comes from the variety of available rifles in each caliber and the variety of available factory loads.
We can have our best finest rifles in 7X64, we can have autoloaders and an incredible variety of loads. With the .280 we can't.
I've already seen some .280's on the field ... All were Remington SA shooting Remington ammo.
