That is correct, it originated in the UK, for a period of time there were locales that outlawed its use as it was considered too effective or deadly. It was mainly trolled as a streamer in lakes there.
When it was brought to North America, it was/is used very effectively in rivers and lakes. It was/is tied as both a streamer and as a wet fly here.
