Actually there's probably quite a 'degree' of professional courtesy' between the Japanese cops and the yakuza, too!

Part of being 'Japanese,' even for criminals and outlaws is doing whatever a person does in life ..... doing it "well" and honorably.

I am not at-all surprised Japanese organized-crime is "patriotic" and helping the home-country.

Is their activity an "investment" in their future constituents and and public relations? YES-INDEED! But to the point they realize too, that when entire towns and sections of cities were wiped completly off the map, that NO ONE was left to worry about 'public relations.'
