I checked my old Nosler Reloading Manual Number One and for the 165 grain Spitzer Partition in the 30-06 they list a maximum load of 57/IMR-4350 for 2,832 FPS.

They also show the 165 grain Partition in front of 60/H-205 for 2,968 FPS.

For "Test Conditions" they used a Ruger 77, 22" barrel, 1-10" twist, Remington 9 1/2 primer in Remington cases, range temperature 72 degrees.
