20 years ago, a buddy and I drove up from New Orleans to Ohio for an Ayoob class. When we got there, after we swore an oath to uphold and enforce the Constitution of the United States of America, the laws of the State of Ohio and the ordinances of the City of Alliance, the mayor of the city declared us city police officers and handed us a piece of paper purporting to be our commissions. I still have it in a file somewhere. So, it's not like it's a new concept, and the laws have probably become more tight over time.
