WFR, I believe the C3 series were made in El Paso in the mid to late 1960's. Personally, I would go ahead & remove the scope from the mount and clean the tube where the rings sit. Chances are rust is there also.

I will heed your advice and go ahead and remove it from the rings and clean it thoroughly. The rings themselves need some works as well.
