Yes. Before starting off with the catch, they always turn the prey so it's facing into the wind.

Several years ago there was a pic routed around of a fish-eye view of an osprey. Obviously well set up with bait featuring the face and both sets of talons coming right at the lens. I surfed around a bit, but can't run it down.

I've seen similar shots with kingfisher. That set up involved first identifying a favored perch, placing a bathroom sink beneath and gradually working it up flush with the surface, and once flush dropping in some minnows with the camera facing up through the drain hole.

For action the trick will be to run their prime fishing holes, as opposed to a nest site. Fortunately, they are fairly tame, as I've had them take fish within 10 to 15 yards of my drift boat while floating. I never seem to have a camera in hand though when working whitewater.

They used to be a rare bird here in Oregon, but now one can find pairs about every half mile or so on our lower Deschutes River.
