The cost of whiskey is directly related to the distilling process. The more times it is distilled, the more it will cost.
I'm inclined to believe, for malt whisky at least, that a more substantial part of the cost comes from the speculative nature of producing something to be sold to satisfy a demand yet to exist until 12 or more years in the future.
