Typically Weaver just adds an "S" to the end of the aluminum base number for their steel counterparts, but it doesn't appear they offer the 14 or 19 in steel.

Nothing wrong with aluminum bases - people have been using them for over half a century now. The clamping force of the rings onto them is far from being enough to damage them, and the mounting screws holding them to the rifle are the same ones that would be used with steel bases so the odds of them ever sheering due to recoil is miniscule at best - especially on a 99 given the cartridges it was offered in.
