The thinking behind the policy is that chasing suspects will create a more serious risk to citizens than just letting them go, and police can catch them later. Without a video clearly showing a face (good luck with a full-face helmet) or an eyewitness to say who was operating the bike, that's not going to happen.

Shut down the freeway entrances and exits.The ones around most cities are fenced in.Have at them with shotgun beanbag loads.Call it Sporting Azzhats.

As usual, the key to the problem is the fact that these places (especially DC) are overrun with criminals.
And the reason they're over-run with criminals is many, but chief is that there are no consequences for their being a menace. And the reason we as citizens can't deal with it ourselves is that we would end up being the one's thrown in jail. But, turn a few creative rednecks loose on 'em and see how long it takes for that crap to stop. I agree! Now, let's see how long it takes for the doctor to disagree and call us stupid, ignorant, etc.
