I'm starting to reload for my C9. I know this is a low end gun, but I just had to have a 9mm semi and didn't want to spend a bunch. I have other defense handguns. Anyway, it's a blowback operating pistol, relying totally on the blowback of the fired cartridge to operate the action. Here's my question. Should I load a heavy bullet, vs a light bullet, to help with operating the action? I know that a heavier bullet kicks more, given the same pressure, so my feeble mind says it will help. What do you think?

Are you asking this because it isn't operating correctly now? If so, it's a High Point, it doesn't really matter what you load, it's not going to be all that reliable. If it doesn't work with plain jane 115 gr. ball nothing else is going to help.
