Would the bolt face need to be opened a little to accommodate the 9.3x62 cartridge? or will the 30-06 breech face work good enough?

Actually the rim diameter of the .30-06 is a bit larger than the 9.3x62(12.01mm vs 11.94mm)so the bolt face of the .30-06 bolt is good to go.

I prefer mine to be around a 1/2" past the front sight

My 20" CZ barrel produces velocities 50-100 FPS slower than published loads from 24" barrels. This a fair trade off. The beauty of the 9.3 is that things like velocity, bullet wt. or barrel length just aren't critical. With good bullets and bullet placement an extra 100 fps or 35 grns. of bullet just wont make much difference.

Mine is 22" and wears a fixed 3X scope. I may get around to shooting it someday

To the OP, I'd say that if you're happy with the 20" barrel on the '06 the same length as a 9.3 would be great for you. I prefer shorter barrels for the hunting I do, so I went with 20.5 for my 9.3x62.

With JB's data 286gr partitions get 2400 fps and 250gr accubonds get 2520. On brown bears, mountain goats or deer at various ranges I've never found myself craving more velocity. Get that rifle made and go kill stuff.
