I've used the Lee 180 grain mold, 17 BHN, with gas checks in my 30-30. 29.5 grains of Varget gets me 1900 FPS with no leading. This delivers very good accuracy and mild recoil. It's probably a little more zippy than what you originally asked about, but it's cheap and adequate for everything from jackrabbits to deer.
