My kids started with a Marlin youth model single shot 22. Can't remember the model number but I believe it ended with a "y".
Perfect size for all 3 when they were ready to learn. Accurate little rifle too.
I'd also suggest a 10-22 as her capabilities get better. Should have little problem finding a take off birch stock to cut. As she grows, put the original back on.

I also switched my kids to a 10/22 pretty quick.
The make a variety of youth models now.

I started my daughters off with a Chipmunk and then moved to a 10/22. I started my grandsons off with the same Chipmunk and have a Ruger American Rimfire Compact waiting for them.
