I forgot to post back here, but it was definitely a brass issue. I bought some new Remington brass, ran it through the expander on my Redding die, and seated the same bullets with the correct amount of neck tension.

I haven't measured the neck thickness of the Norma brass to see if that was the issue, or if it's a spring back/needs annealing issue yet.

On average, Remington brass has very little spring, and relatively thick necks. Sounds like you found just what the doctor ordered.
