I second the Wilson combat barrel.....I built a precision 18" AR with a Wilson combat stainless barrel!!!! I am more than pleased... Tack driver...10 at a 100 you can cover with a Dime... Wilson Combat 5.56 barrels are in stock and on sale through today, if you go with the "roll 'ur own" build.

Rock River Arms has a 25% off retail sale on their complete upper halves. The Coyote rifle upper is Wylde chambered, and should be about $590 on sale, complete with BCG, etc.
They have other uppers that would meet your requirements for no rails, mounts, etc.
Just a thought. This is going to be very, very difficult to beat given your parameters.
If you're not burning through batteries in your headlamp,...you're doing it wrong.

I have some White Oak Armament,McGowen Precision,Blackhole Weaponry and they are all great barrel's don't think you can go wrong with any of them.

5 White Oak barreled uppers in both .223 & .204. "ALL" SUB 1/2 moa. 1 .223 has shot a 3 shot .088 group with X-terminator powder & a 55 grain Berger. Average in the 3's to 4's. My 24" .204 will shoot 5 shots in the 3's all day. Jim D

I'm always on the lookout. Im not saying it isn't possible, just that he could easily take the #1 spot in the challenge with that type of shooting.

any high end complete upper at 600.00 will be hard to beat. barrel 200^ barrel nut 35^ hand guard 150^ receiver 150^ bcg 150^ gas block and tube 60^ charging handle 75^ muzzle brake 60^ time to assemble 1.5 hours you are already at 850+ just for parts though the satisfaction of putting one together and shooting 1" or less is priceless. even a caveman can do it.

It looks like you're planning to pay premium prices for everything except the barrel. A little backwards for a precision upper, don'tcha think? I agree that $600 for a quality precision upper is a decent price, but put the big $$ into the barrel first. A $400 White Oak barrel on a cheap $50 upper would have a much better chance of shooting well than what you've listed above, especially if assembled by someone who know's what's what.
