Think about what game officers have to deal with every day. Everyone is armed with guns in hand out in the field.
Had he gotten out of the car with a hip holster, would he have been fair game?
I can see being at the ready, but the trigger squeeze should wait until there is some threat.
Still the perp was not the sharpest knife in the drawer. So far, they've only released the perp's version. I highly doubt that the cops would have shot unless he did something a lot worse than his version. When the cops release their version, I think we'll see a bit of a difference.

Let's see how much money he gets from his settlement once he sues the police department. That happened in Kern County, a very conservative county. I doubt that the good citizens of Kern County will reward the moron's stupidity ... if it even happened as described by O.P. Just my guess. L.W.

It was a traffic stop. The cops already knew they had a felon, in violation of a crime, who was also in possession of a firearm. (Another crime). They would have run the plate before the car even stopped rolling. Cops should have waited for a threatening move, but may have seen coming at them with a rifle as threat enough. Hard to be patient and calm when you're outgunned.
