I'm becoming more convinced all the time that a Presidents power should be limited after the election. Basic functions only, no last minute pardons and last ditch efforts to circumvent the will of the people knowing there are no consequences.
If these types of things had to occur before the election in November the voters could retaliate at the ballot box. No doubt precisely why it isn't set up that way.
