It is not hard. Decide on the action. I would find a super cheap 7mm rem mag, 300 win mag etc in a 700 rem, savage action, or Winchester etc. The condition is of no consequence as long as it is serviceable.
Take stock off send it to Pac-nor (or another barrel manufacturer) and they will rebarrel. This may cost about 500.00 or less with some (Shaw barrels) or more with others. If done and planned correctly this will be a tackdriver
