Obviously some sort of reloading tool, but how does it work? Had a great uncle give it to me a few years ago and he had forgotten how to work it. Made by Winchester and sized for 38-55. Anyone have experience with one?

Obviously a place to seat a primer. Maybe drop the primed, powdered case in the die, set bullet in top and screw in to desired seating depth.
