Have had the best luck with natural urine for us.
While out hunting , archery, we look for places where an elk had peed, you can find them, pretty easy if you're into the elk. We gather the wet dirt into a baggies and use it for cover scent. Rub the dirt on your hat and some clothing. It will keep for the season if kept cool and out of the sun.
You can tell by smell if it's cow or bull urine. A cow in heat pee spot is golden to find, no pun intended.

Seems popular with whitetails but I wonder if it would work as well with elk.

I would avoid using the natural stuff and or soil with the natural stuff.
