The rifle is a never fired Kimber of Oregon 82M Government Model single shot 22lr target rifle circa 1984. This belongs to a friend of mine and needs some assistance in establishing the value. I didn't write the info down on paper so I just posted from memory. If part of the description doesn't jive I appologize in advance for my mistake. Thanks for any help.

I may be remembering incorrectly, but I think the CMP offered some of these military .22's about 7 or 8 years ago.
Along with some Mossbergs, and target Remingtons. I THINK I read it in a magazine.
It said the rifles were new, never shot, but had a mark on the stock where they'd been cut out of the plastic by a box opener.
Of course, the Kimbers went first. They were the most expensive, with the Mossbergs being the least expensive. Boy Scout groups and schools got the first chance on the others, I don't know about the Kimbers.
My local BSA group got ten, mixed Mossberg and Remingtons.

The CPM sold 82's for $600. Maybe they still have some for sale. odcmp.com

I saw an 82M on Guns America for $820 or so. I have the idea these rifles were somehow connected to the Olympics, but can't articulate my reasons why. The Remingtons and Mossbergs may have been ROTC rifles in Highschool...dont' know. They had aperature sights on them.
