Based on all the incidents of this happening all over the country?
I keep hearing how unsafe it is, but nobody can produce even ONE instance of it happening. Yeah, I've looked too, and come up empty.
Now given the fact that it's the chamber steel that is responsible for the vast majority of the strength and safety of a shotgun, and the fact that double shotguns have been produced with aluminum receivers, with no safety issues...
I'd shoot it.

Exactly, Kenneth. That is exactly the point. And knowing that someone did this to the gun and passes it off as an under-priced, valuable restoration, makes me wonder what else might be wrong with it. Was it peened to give the impression of being tight on the face when a peening job might only last a box or three of shells? Sometimes such shabby work is hard to detect, sometimes it is easy. I wonder if EdM knew what to look for. Not a likely safety issue however. I would bet beer money that the barrels have been honed to remove pits. If it looks perfect, almost certainly it has been honed. There are different ways to confirm that, depend on the gun. Nothing wrong with honing, if done correctly and carefully. But if it was honed to the point of creating barrel walls that are too thin, that's a serious safety issue. And it may affect the chokes relative to what's stamped on the barrels. Easy to check with proper tools. I'm sure rockingbar has 'em (NOT). I don't know if an Ithaca of that vintage would have originally had 2.75" chambers or not. But if they were 2.5", now lengthened to 2.75" or they were 2.75 and now lengthened to 3", this could also cause safety issues ahead of the chamber in the forcing cones or just ahead of them. Ithaca's are not super light guns, so odds are fair that it's safe, but without careful barrel wall measurements, I'd not shoot it - not a gun that has been mucked with by someone that uses a torch. There are a host of other things that might be wrong and then concealed by a bubbasmith job like this one. Safeties, seers, triggers come to mind. So, maybe EdM is willing to walk across the street blindfolded, now knowing that a truck is coming. Maybe he will make it. I'd bet small beer money that he probably will, at least for a while. But maybe he won't, and, for certain, there is not enough money in anyone's bank account to get me to pull that trigger. Were I EdM, I'd be thinking back about the conversation with that dealer and thinking hard about whether to try and get my money back or chalk it up to a lesson learned. This would be a great gun to turn to a gun-buy-back operation. They are the only ones that will pay more than it is worth. Meanwhile, Kenneth, you have the smart play.
