Another explanation may lie within the documents themselves. The FBI’s actions may be related to chain of custody issues. The FBI may have been required to ensure that all evidence was accumulated and taken into their custody. It’s possible this document seizure by the FBI may indicate a case against the Clintons and/or their Foundation is actively underway.
What this means is, that now the "originals" are in the possession of Rosenstien and the Corrupt DOJ/FBI, they will be classified, heavily redacted and basically buried.

the federal gov't is constructed and empowered to manage and run an empire. they wish and want to overcome barriers that threaten or have an impact on the well-being of the empire. individuals while important, are not an overwhelming problem nor concern. the environmental scans the feds constantly perform are to inform them of potential issues on and just over the horizon. they're not here to protect civilians, voters, nor tax-payers, not even the lowly heathen who won't work for a living. they're here to perform their duties in protecting the empire. the empire is first and foremost.
