I read the posted link and comments, I do not see anything earth shattering. Seems someone posted that the bad guys can't be arrested while in session, and then someone posted the US Codes and yes they can be arrested for criminal offenses while in session. Best I can come up with is, they all are mandated by the US codes to be present at SOTU. That, just make it easier to arrest them, in one place at one time.
