Bagpipe music on loud speaker That's just cruel. Even better/worse, get a tape of a beginner playing bagpipes. I have heard my uncle when he started and I can't think of much that was worse to hear.

I might know a guy who put skunk scent in a guy's car air intake. The guy was too far gone to understand what happened. But you might not understand the things going on after shift in a corrections institution parking lot. There's a bit of energy going to come out somehow. Interesting behavior. Be Well. Rusty

Buy an old McCulloch 10-10 chainsaw, and earmuffs (you'll need em). When the music starts, cut something. If that doesn't work after a couple weeks, start running it about an hour after you think he went to sleep.

Back years ago we had some doper hippies move into a second floor rental apartment above an old empty store building about a quarter of a city block away and commenced to playing acid rock music through their state of the arts stereo way too loud, making afternoon naps for our then infant and toddler daughters impossible.
What I did that put a stop to it was turn on my base CB radio, fire my linear amplifier up to maximum wattage, point my directional beam antenna squarely at their apartment, keyed up my mic and yelled, '' turn that loud bastard down or I'll be calling the cops!"
I guess it must've worked as their loud music not only ended immediately, you couldn't even hear the slightest hint of any anymore. I think hearing a strange voice blaring out of their monster stereo speakers must've spooked and made them paranoid too, because they moved out soon after.
Now that you mention it, I did that very same thing way back when....but I was mobile at the time. You probably blew out their speakers. All it takes is to blow in the mic. I don't know if I might've blown their speakers out or not but I kinda doubt it. How I got the idea in the first place was my mother-in-law used to be playing her electric organ and she'd sometimes get 'bleed-over' come through the organ speakers from truckers passing nearby talking on their linear amplified CB radios. Never caused any problems with the organ speakers. Have a cousin that faked like he was deathly sick and passed on church one Sunday but got busted talking 'skip' when his voice shouting out his well known CB handle bled through the churches PA speakers. Didn't harm their speakers, either. He caught big h-e-l-l when his highly embarrassed wife got home from church, though.

Good grief, I would have to go knock on my neighbours doors to see if they are home...and if there were ever some noise or other I would rush over to see if I could help.
Must suck to live in a city.
These are my opinions, feel free to disagree.

Just call the cops and be done with it. You've said you've already spoken to him.
60yo hanging out in the garage, good tunes on, probably a cold beer and working on his hot rod. Sounds like good therapeutic times to be had to me. Go grab a couple of cold ones and join him...maybe bring up the noise thing towards the end of the 6pack.

Our neighbor loves hard rock and blasts it all day while working in his garage it is making us nuts. I have asked him several times in the last year to please turn it down he doe for a couple days then up goes the bass and volume. What is best way to combat this? Come on Campers dig deep I know there are more warped minds than mine on here. I'd see if my community had a decibel limit on noise during the day and if it does, get the cops involved to make him turn it down.

Many communities have noise ordinances. You can get an app for your Android phone to measure sound levels. curious, a dB meter has to be constantly calibrated to be admissible the way I understand, like a radar gun, how would a phone ap be good? I suppose it would at least give you an idea. Also need to read the ordinances, its usually X dB at X feet away between the hours of X and Y

New neighbor three houses away decided to play their stereo LOUD at 3 AM. Woke us up from a deep sleep. Walked over to talk to them, but they wouldn't answer the door. Called the police, but they wouldn't come by unless I was willing to sign a complaint. I was, and they came by. They were surprised the noise was down the block, and the adjacent neighbors hadn't called yet either. No more music at odd hours.
Only time I called the police on a neighbor. I gave them a chance to turn it down. Didn't want to be near the place known as a party house.
We often hear other neighbors having family get togethers and have music playing. No big deal. After 10 PM, it usually starts winding down. I don't mow my lawn at dawn because some people are still sleeping.
For even when we were with you, we gave you this rule: "If a man will not work, he shall not eat."

Had young man move across the street from me. He and his girl friend/ sparring partner would fight and he get his a$$ handed to him. She would leave and he would drink. The drunker he got the louder the music. One night Thursday I got home at 2:30am( worked 2nd shift) and I head the noise 2blocks away. Get in the house the wife and kids are still up(9and 7 yrs old). So I go over and ask him to turn it down. He did for a few minutes then loader then before. So I call the local pd and they go see him and he got mouthy and push a officer. So off to jail he go. Saturday he,s back and drunk again about midnight I go over ask him to turn it down and get told where I could go. Back come the PD and he turns it down but still loud enough to hear in my house. So Sunday morning 7:00am I couldn’t sleep so I went to the shop and opened the overhead door and started planning (18”6hp with a dust collector). About 10 minutes later here comes the Pd. They and I both knew that the noise ordinance are from 10:00 pm to 7:00am. The officer said hi to me and went over and advices him of it. Hungover very little sleep and having to listen to that planer must have been just the lesson he needed he never play his music loud after 10:00!

"We often hear other neighbors having family get togethers and have music playing. No big deal. After 10 PM, it usually starts winding down."
Most of my neighbors are Mexican and when they have a party, 2 to 3 AM is about when they start to wind down. FWIW, I do hate Marichi music. Cinco de Mayo just recently passed and it got loud. My next door neighbor usually comes by the days after and apologizes if he thinks we might be disturbed by the party noise. He's a petty good guy so I just let it slide and sleep a bit later. I've lived in this neighborhood for 40 years now so I guess maybe I've just gotten used to it.
We do have one punk that lives across the alley about 100 yards south of my house who has a very powerful sound system in his truck. He'd play it all hours of the night as loud as it could go. The cops were called multiple times and it'd be good for a few days then it would start up maybe a week later. Then, all of a sudden it stopped. He still played it but nowhere at full blast. I heard a rumor that some of his closer neighbors went and and had a serious discussion him but regardless if that's true or not, the midnight hours are hell of a lot quieter now.
I don't know just how powerful his system was but the bass was such that my wife's knick knacks would move around on the shelf and the windows vibrated. Paul B.
