Winchester M70 FWT compact would be a good option 6.5 CM or 7mm-08 in current production.

If she can hunt in your state with a 223, more the better. If not, practice with 223 and get her a Palmento State Armory 6.5 Grendel upper for hunting.

This, too. When my son was 10, I got him a Savage youth model in 243. Later (he's 6'2" now) switched barrels to a 308 and bought a 2nd hand full sized stock.

Swapping barrels on a Savage is easy. However, with a 243, and on a youth stock, she should be good to go for life.

If you have an extra rifle in an acceptable chambering, one option might be to order a Boyd's stock with short LOP. I picked up a Marlin XL7 here a few years back for a grand daughter who is smaller framed. Got a Boyds laminated stock with 12.5" LOP and LimbSaver recoil pad. She loves it.

Only caveat on the Boyd's stock is to get one with checkering. The smooth laminate with poly finish can get slickery when wet.

I'd try a Steyr Scout for fit and comforrt espcially with the spacers for length of pull. My observation is that too much weight forward and a sensation of falling forward is the only the only odd reaction I've run into trying to persuade women they are happy with my own choice. I don't mean a Steyr scout carries a lot of weight forward I mean that is something to avoid in addition to considering total weight and the bipod is a handy thing to have available
