Actually I don't have a problem with it, with a few modifications.
1. Women on welfare to be sterilized after the 2nd child and must identify the babies father and verified through DNA to stay on welfare..
2. Men to get vasectomies after they breed the 2nd time even if it's different baby momma;'s (or however they describe it) if their baby momma's are receiving welfare. Confirmation to be determined by DNA testing.
3. Married couples may determine who get fixed after baby number 3. Regardless of who the father is. This is to make things equal.

This country would be further ahead to pay people to have vasectomies, and for women to have their tubes tied, say 5-10 grand for the one time procedure.
There needs to be no limitations except maybe 45 years of age, just for practical reasons.
It would save billions in social spending, prison costs and medical costs.

In the short term, this is laughable. But in the long term, if the socialists take over this country as they want to, this will be part of your "free" health care. And it won't start at age 50, it will start whenever "they" decide it will start. Probably in the name of saving the planet from climate change. Less cow farts due to less people to feed
