What do you mean by "without any neck expansion"? You're not just using a standard FL or neck die without the expander button, are you? If so, that's your problem, and it can screw up your accuracy testing results as well. It is possible to make the case necks way too small by not neck expanding, and that will cause seating issues as you described.

I'd be interested to see a measurement of your case necks before and after bullet seating.

I meant without using my .357 Lyman M die. I fully resized with the expander button.

LEE MAKES a neat universal expanding die Thai I have used for just what you want. I've used it on .223 for cast bullets, .32 S&W blanks to remove crimp, 30 cal, 45-70, and 7.7 so far.
