Senile Joe never disappoints. The same way Mueller could not "EXONERATE" President Trump for a crime that was never committed. WTF, I'm pretty sure you have to be found guilty of a crime before they can, or cannot exonerate! By saying we cannot exonerate, you leave the impression a crime was committed.
