Not anymore, but there was a time from around 2002-4 where I was at a 9 (post 9/11 issues). After I got over those issues, it was about a 4 for maybe 5 years, then I relapsed to a 9 for a year or 4 and am now at about a 3. Eliminate qualified immunity and you'll eliminate cops who act like they are above the law.
