Honestly don't know if Safariman ever actually got banned or just left. He had a host of misdeeds including dishonest dealings and downright criminal activity. If Rick banned him, it was the smart thing to do as he could have gotten the joint into some serious hot water. As Ron says, he's still around if anybody really wants to find him.
