Rand seems to be walking a semantic fine line. The states elections were certified because based the votes were counted. There is no irregularity on the math.
The issue for him is the legitimacy of votes, either by the issues on ballots like no addresses he mentioned or states changing their voting process without state legislatures approving it via their constitutional process.
