My Steiner P4Xi is awesome! I really like it. I caught mine at discount right around your price range if I remember correctly. I’d buy another in a heartbeat.

A used 1x4 from a reputable manufacturer is a reasonable choice. The higher mags have taken over 3gun so many 1-4x floating out there. Good glass at 1x4 is better than marginal glass at 1x6/8.

I just bought a swampfox arrowhead 1-10. I am happy with it for the price. It's better than a Vortex Strike Eagle 1-6 (my only direct comparison).

In another blurb I read from Ilya, he seemed to indicate that ALL the Swampfox optics were from China... http://www.opticstalk.com/budget-lpvo-recommendations-please_topic46134.html“ SwampFox is a house brand of a good size Chinese OEM. The owner of the company is American, I think. All their stuff is made in China, but by them, so they have good control of the process. I know what they have made for several of their clients and historically, while unglamorous, their products were fairly durable. They seem to be making a good step forward now and they claim to be really focusing on making sure their stuff does not fall apart as the first priority. The guy in charge of their marketing in the US is Mike Branson (used to work for PA) and he is a pretty straightforward guy with a good grasp of what is important. In other words, I am cautiously optimistic.”

China is out.
Kingston don't do Chinese Optics or mounts, or anything where there are quality domestic alternatives or alternatives from an actual ally.

Rules out the seemingly awesome (off topic) PA 1-4x24 too. Buck-thirty bliss... Really like the simple reticle. . . https://www.primaryarms.com/primary-arms-1-4x24mm-illuminated-riflescope-pa14xUncle Larry has them. https://www.midwayusa.com/product/102007360?pid=483476

Don't know of a non-chinese 1-6 LPVO consistently available for <$500, except Burris and I'm not a Burris fan.
The Zeiss 1-4 is Japanese and a solid scope. Eurooptic is the best deal I know of. I have one and for the price it is tough to beat. Another option would be to shop around for a Vortex Viper G2 1-6 (Philippines). They can very occasionally be found new for under $500 with coupons, etc. I think the quality of the Zeiss is slightly above the Viper, but I like the Vipers illumination (fiber optic vs. reflective), reticle, capped lo pro turrets, and mag range better than the Zeiss.
Steiners are nice (don't own one but have shot with one several times) but overpriced in my opinion.
Another great option (not illuminated , true 1x, or 30mm) Vortex Razor 1.5-8 HD LH sub $500 at eurooptic. Light, Japanese, great quality all around.
Already been asked, but what is your anticipated use? Competition/training, HD/SHTF, hunting?

That should help. "I hope not..." Me too.
A good hunting BDC on a LPVO seems elusive.

Link for a Vortex Viper 1-6 for $460... But the seller (Botach) is not my favorite. I've always gotten what I ordered from them, but they can be SLOW and communication is bad when questions are asked, so "at your own risk" https://botach.com/vortex-pst-1605-viper-pst-gen-ii-moa-1-6x24-riflescopes/Viper meets all of your stated criteria and is a really good scope in my experience (others have had bad experiences with Vortex, but I'm a happy customer so far) I'd order quick because they only list a few in stock...

Here's the MRAD version of that Vortex (I think.)

I wish I’d bought more of the Trijicon 1-4 Accupowers than I did when they closed them out at $429 or whatever they were. The Credo is the same thing maybe better but more than $500 now. I’ve used the BDC reticle out to 700 yards and it works. The segmented circle is big and bold enough to be quick even without illumination while the center dot is small enough for precise aiming.

As others have said, a good 1-4 will be better than a moderate 1-6. You'll see the difference in image quality, but also in eye relief and eye box.
A Steiner is a great choice if you can find a deal on a used one, but they're not worth the $700ish that people are asking now.
If you can forego illumination I'd get a Trijicon Ascent from Eurooptic for $435. If you can stretch your budget a Trijicon Credo for $670 would be good.
The Zeiss that someone else linked has very good glass and is what I'd look hard at if you had to have illumination for $500.

Well after looking at them in person I bought a Vortex Razor 1-6 E with Mil 2 Why because in my hands you could see the much higher quality in it. I was not going to buy a China optic so yes I had to pony up more dollars but it’s one and done for me.

Just throwing it out there as I'm not into LPVO for an AR, but if went that route I'd up the budget by $100 and get the SWFA 1-6x on the SampleList for $600. I understand that the extra $100 might be a dealbreaker but as others have alluded to, and I think ILya has written, it seems like there are slim pickings under $1k.
