The 18% number quoted in the article would be a trial stopper. All of the trials were completed before EUA. Yeah. Only 90% of folks died who were put on breathers, yet Hydroxychloroquine was too dangerous to put people on, though it is bought OTC in some countries in Africa for Malaria and is cleared for pregnant and breast feeding mothers.
