came from RV waste tank , someone left it in my backyard. decided not to take any action and deal with it.

Farm and ranch stores around here carry sweet lime. I use it on the wet spots in our horse stalls.

I would personally dig a hole and bury your problem with a bit of lime, or as one poster suggested, take it to a RV dump station.

Hadn't heard the term sweet lime, so looked it up. Like granular quicklime with a water soluble bonding component. Add water, start reacting.
